feature layer and dynamic map service layer layout order

Does a feature layer always appear on top of a dynamic map service layer?

My problem is that I have a point layer represented as ArcGISDynamicMapServiceLayers, and polygon layer that I am doing a class break rendering on, so it is a featureLayer. Even if I add the feature layer to the map before the dynamic layer, it still appears over the DynamicLayer.

I realize the featureLayer is client-side and dynamic is server-side, so this is somewhat expected. Is there anyway around this issue?

A feature layer is a graphics layer, so it always appears on top.
Could you render the point layer as a feature layer too?
