Layers from geodatabase based on user input

Hi there,

I'm looking to accomplish the following:
- User selects scale of map - 50K or 250K, they also select types of layers they want.
- User types in a map sheet number
- Based on their selection / entry / checkboxes --> an MXD populates with selected layers and shifts to the selected scale, clipping the layers to the selected map sheet number.

I'm wondering if the following is possible with Model Builder and ArcGIS 10 add-ins (as described here: http://blogs.esri.com/Dev/blogs/arcgisdesktop/archive/2010/05/05/Add_2D00_ins-for-ArcGIS-Desktop-10....) instead of getting into VB front end dialog boxes, etc.  Before I get into heavy programming endeavors I want to make sure this isn't much simpler now that I have ArcGIS 10.
