I am looking for a current Search and Rescue (SAR) geodatabase model to use as a template? Where would i find something like this?

Yes the NAPSG Foundation SAR Working Groups have templates (ArcGIS Online and Desktop) for both missing person search (WiSAR) and disaster response (USAR).
