Subnetwork controller not visible in dropdown network categort

 I am trying to configure electric distribution Utility network. I assigned partitioned as Tier definition. Now when i am trying to set network category as Subnetwork controller, Subnetwork controller option is not appearing in drop down arrow for device feature class.  My Tier definition is partitioned.

Since you are in a partitioned network, the device needs to have a terminal configuration with at least one upstream terminal.

Thanks Michael for response, My problem has been resolved the issue was i was setting the network category before setting the terminal configuration.
