We seek a development partner on a freelance basis to work with our team to integrate our web based risk management application with ArcGIS on line. Our portal allows a user to create a project in a specific location and then manage and mitigate risks. Our objective is to see all projects on the map and allow a user to create a project through the map. We will also have a GeoRSS feed of incidents coming in to the map from an external source.

I've tagged a couple additional locations and added a couple tags so you will get more views.  You may actually want to try https://community.esri.com/docs/DOC-2258?sr=search&searchId=50d51143-2046-4ca4-a68d-37c58ff58362&sea...‌ to the job space.

Also, just to make sure you know, Java and JavaScript are two different development environments, and typically web, ArcGIS Online, and environments like the Web AppBuilder developer edition use JavaScript.   I'm not trying to second guess you, but just in case, since you may get two separate skill sets if you look for one v's the other.  Find out more at developers.esri.com if needed.

We hired from Zelp, which is a network of developers. Experience with Zelp was good.
