Set Default layer filter on Map Widget

I am having trouble with my layer filters. Each time I set the map layer filter to the filter I want it and save it. However once I open my Operation View again it is set back to "All Layers" is there a way to change this behavior?

There are a couple ways to set layer filters... from what you've said, I think you are using the Layer Filter tool on the toolbar, right? That tool is for users to customize what they see, and it doesn't save a particular setting as part of the operation view.

There are a couple other ways to set filters depending on what you are trying to accomplish using them, and some are saved as part of the map or operation view. You can see some details in Configure a map widget—Operations Dashboard for ArcGIS | ArcGIS
