Layer feature class is in both state "enable archiving" and "disable archiving" together

Layer feature class is in both state "enable archiving" and "disable archiving" together in ArcCatalog.

 

When I try disable or enable archiving again, I am getting errors like:

 

Failed to enable archiving. Underlying DBMS error [[Microsoft][SQL Server Native Client 11.0][SQL Server] Incorrect syntax near ','.

 

In ArcGIS server log are these records:

An error was encountered while synchronizing with the config store. Failed to synchronize machine 'domain.LOCAL' with the site. C:\Program Files\ArcGIS\Server\framework\runtime\ejbs\AED20\xxx.MapServer\Recycling (Access is denied)

Failed to synchronize machine 'domain.LOCAL' with the site. C:\Program Files\ArcGIS\Server\framework\runtime\ejbs\AED20\xxx.MapServer\Recycling (Access is denied)

Failed to stop the server machine 'domain..LOCAL'. C:\Program Files\ArcGIS\Server\framework\runtime\ejbs\AED20\xxx.MapServer\Recycling (Access is denied).

 

Does someone know, what is happened? Why enable and disable archiving mode are both highlighted? Reason of that?

Can someone help?

 

Due to this issue it's not able to publish as service with sync capabilities.

Outcomes
