I would recommend some performance benchmarking first to find the right method for linking videos to your spatial data and understanding their impact on your workflows. Depending on the size of the files, database configuration, and workflows you may find that storing the videos within the geodatabase as attachments may cause a performance hit. There is not a specific Geodata release cycle. The geodatabase and any updates or fixes are included with the release of ArcGIS Pro (including ArcMap) (2 releases in 2019) and ArcGIS Enterprise (2 releases in 2019). Sometimes patches or updates are also created after the releases.

Custom triggers are not explicitly documented or certified in ArcGIS software but we do provide some guidance about what tables can be edited and which cannot: What type of data can be edited using SQL?—Help | ArcGIS Desktop Triggers can cause some unintended errors or issues in ArcGIS software which can be difficult to identify and resolve. That is not to say it's impossible to implement them, some customers have successfully implemented custom triggers in their deployments, but it requires a lot of testing to make sure ArcGIS workflows are not impacted negatively. On a related note, Esri Technical Support will ask you to remove any custom triggers before beginning troubleshooting. However, we do have a number of out-of-the-box solutions or tools that may be able to accomplish the same workflows you are looking for in a trigger.

I was still thinking about this problem and I found that 'tracert' may be a good starting point to see where the greatest lag is. From here you should be able to log into ArcGIS Pro with your ArcGIS Online credentials associated with the personal use license.
