I don't know where you read that. It might prove useful to read the ArcGIS help topics about dynamic text and data driven pages. Anything not covered there will likely require some other solution, such as python.

Sorry, my mistake! I was thinking ArcMap and didn't notice you specified ArcGIS Pro. There aren't column settings in Pro yet. Legends are set to flow for now. You can adjust the legend box by dragging the handles to affect how the columns flow. You will want to make sure the aspect locking is turned off for that. Select the legend, go to the Legend Tools|Format ribbon and make sure the locking icon to the right of the Size & Position stuff is turned off.

You can set the number of columns in the wizard when you create the legend. If you want to edit the columns once the legend is created you can open the legend properties dialog, select a legend item and edit whether it starts a new column and how many columns it should use.

You would have to create different mxds for each difference in page size and orientation. Once you have that you could export pdfs from each and then use python to combine the pdfs into a single mulit-page pdf. I'm pretty sure there are examples of the python needed to do that. But you still have to manually author each variation in page size and orientation.

3 other possibilities I can think of: 1. Add a negative offset to the polygon outline's line symbol so the line draws just inside the polygon - to do that you will need to drill down into the polygon outline's line symbol dialog. This might work best for fairly simple polygons, without sharp kinks or bends. 2. Use Representations - I believe there is an offset option for polygon outlines, which would give you something similar, but with more options to refine it. 3. Create a small buffer just inside the polygons. The buffers will be polygons, but if you make them narrow enough and just set a solid fill they will look like lines.

You can also save the color ramp itself so you can easily select it from a style later. Just right-click on the color ramp (the colors next to the Color Ramp text in the Symbology dialog in Owen's screenshot) and select Save to style from the context menu.

Yes, labels always draw above all feature layers. If you convert them to annotation you can drag the annotation layers below any features layers you want.

That's not actually a legend. It's commonly known as a feature index (or more commonly, a specific kind is a street index, but the idea is the same). You might find Ben's question and Yovav's answer in the thread at https://community.esri.com/people/Yovavzsystematics-co-il-esridist/blog/2014/08/05/creating-grid-index-for-data-driven-pages relevant.

There may be something you can do with Maplex, but I don't know it well enough to give you any pointers there. As an alternative you might look into custom overlay grids (check the Desktop Help for more info). Basically, these are like grids and graticules, but are based on feature layers. One example I have used is a time zones feature layer with the custom overlay grid set to label each zone around the edge of the data frame. If the feature layer is line data the grid will center the labels on the lines around the edge of the frame. If the feature layer is polygon data the grid will center the labels on the polygon around the edge of the frame. Maybe worth looking into?

It's rounding to "nearest" value, which means it can round up or down. Maybe there should be an option to only round up, or maybe it should do that by default. You might consider submitting an idea to the ideas website at http://ideas.arcgis.com/

Correct, not implemented yet. In the meantime, one way to get around that limitation is to create data frame grids/graticules in ArcMap, convert them to graphics and import the mxd/layout. Of course, that means they will be static graphics. Alternatively, you should also be able to use grid and graticule layers, which are features layers and so should work just like any other feature layer.

Full legend functionality has not been implemented in ArcGIS Pro yet, so there will certainly be some differences in some cases. Just as an example, ArcGIS Pro doesn't have the ability to display feature count yet, or to limit classes to only those in the current extent. Those are just a couple of examples, there are others as well. More functionality should become available in future releases of ArcGIS Pro. When you import an mxd, you should see an asterisk added to the Notifications part of the Project pane. If you click on Notifications and then click to see the result one of the messages should tell you the appearance of legends may have changed. It's a known limit at this point, which we hope to improve over time.
