Thank you for the screenshots.... It seems that the coordinate values correspond to the values in Decimal Degrees (GCS). You need to do two steps. 1. This is just my personal point of view. I think the Scene Package is meant to be used as a web scene in ArcGIS Online/Portal with Data Store 10.3.1 and above.
