Thank you for the clarification. It seems ArcGIS Online doesn't have a WMS Server of its own, yet. It just registers a WMS Service that is hosted in a different WMS Server. If you want to create a WMS service using your desktop data (I assume you do not have ArcGIS Server Standard/Advanced license), you could install GeoServer and publish the WMS service. Looks like you are trying to select features from Map Service (Tiled). In this case, selection can not be done. It can only be done if it has feature access (not tiled). This could be the issue.

Hi Matthew, Case-1 If you want the pastures irrespective of how big they are. 1. Convert the Raster to vector (Unless you have Vectors of the same). 2. Export the pastures and river features to different layers. 3. Try Select by Location with Pastures as the target layer, and River as the source layer. Spatial Selection Method = "Are within a Distance of" Case-2 If you want the fraction of patches (say you want 500 meters on both sides of the river) After step 1 and 2 of Case-1. > Create a buffer using the river boundary for the required distance. > Clip the Pastures layer using the above Buffer layer. You could reproject the data to a Projected Coordinate System. Project—Data Management toolbox | ArcGIS for Desktop OR You could define a Projected coordinate system to new data frame, add the layer using appropriate transformation method. Then, add a new field (say "Len_mtr"; Datatype="Double"). Using Calculate Geometry, you could define the length in linear unit using the coordinate system of the data frame.

It might not be exactly what you wanted, but a similar functionality is available with June 2016 update of WAB. http://doc.arcgis.com/en/web-appbuilder/ The new Group Filter Widget allows you to create groupings of layers to apply a value filter to. You have the option of saving and reloading your defined groupings so you can come back anytime and resume your work.
