Hi Ellen,  It is an issue with translations - the English site is working fine, but certain other languages are not. We have a fix and will be updating it today. Portal for ArcGIS and ArcGIS Online work a little differently and ArcGIS Open Data does not work with Portal.  For hosted services you should see "Export Data Allow others to export to different formats." under Settings > Feature Layer (Hosted) Settings on the ArcGIS Online item page. ... Nicole,  Can you please try resetting the download cache for this dataset? This button in the Data Manager:    It will spin for a while. Try downloading again a few minutes after you reset the download. Let me know if that works.  ... View more
