I think you will get the answer in the below thread: Desktop 10.2.x can't use Rasterdata in SDE 10.1 Some quick points to check: Are you using an SDE Service connection (Application Server Connection)? If yes, try using a Direct Connection and check if you still observe the issue (you shouldn't)

ArcSDE Workgroup will only work with SQL Server Express. You can either use the SQL Server Express 2008 R2 provided along with the sde setup OR download/install any desired (supported) version of SQL Server Express from Microsoft's site and use it as well. -------------------------- However, if you have to use SQL Server Standard edition (the SQL Server express has database size limits)......then you need an ArcSDE Enterprise license for that.

Map Services and Feature Services will allow disabling schema locking. Geoprocessing and locator services don't support that (I am not completely sure about the locator services though). You may give that a try and see if that helps.

What kind of services are you using? Services can be set in such a way that they don't create any Schema lock on the data by themselves. ArcGIS Help (10.2, 10.2.1, and 10.2.2) python - How to prevent ArcGIS SOC from locking Oracle tables? - Geographic Information Systems Stack Exchange Map services, SDE and locks | Esri Australia Technical Blog What Jake suggested in the previous post (Replication) will work fine, if you are just modifying the schema of existing data. However if you are adding new Feature Classes to existing datasets, the replication process won't be a suitable option (unless you are ready to recreate the replica every time)

You can download the authorization file from the My ESRI website (Esri Accounts). You can also use the KEYCODES file generated after authorizing ArcGIS for Server Workgroup. Its usually located on the below location on the ArcGIS Server machine: C:\Program Files\ESRI\License10.x\sysgen\keycodes There are multiple ways of confirming if its a database or a geodatabase. For a quick confirmation: this is how it comes up in a simple sql server database: and this is how it shows up in an sde geodatabase:

By any chance, is your Sql Server instance set to a collation of either Azeri_Latin_100_CI_AS or Azeri_Cyrillic_100_CI_AS? Beginning with ArcSDE 9.2, case sensitive collation is not supported at SQL Server instance and database level, which means the database collation must be case insensitive. What is the name you are using for creating the geodatabase?

If you already have the SQL Server sde workgroup geodatabase setup and ready for use, you can simply Copy/Paste or use XML Export/Import to transfer all the data from the File gdb to this sde gdb. This will bring over all the datasets, relationship classes, etc as it is.
