If you have already created you linear referencing system. One way to approach the problem, how we do it in house, is to programmaticly query your LRS for the route referenced by your point, with the route filtered to the route in question snap the point to the route compute its measure (Distance along the route) and its offset and direction offset. If programming is not your forte, (I don't believe python with arcpy can do this, need to use .net), you may want to try using the tool ArcToolbox/Linear Referencing Tools/Locate Features Along Routes this will give you the location along the closets route to the point (it does not use any filtering as described above). Hope this gives you some ideas ... After some addition thought ... you could combine within a model ( Read point route reference --->Filter LRS for that Route (memory layer/dataset)---> Run the ArcToolbox/Linear Referencing Tool.... with the inputs being the memory layer/dataset) Models are not my strong point.....

Do you have enough attribute data to query for the same roads? eg "SR 836", "CR 543" etc.... then a select by attributes may assist you in the deletion of the "Almost" duplicate roads.

When I use "Create Route Tool", in order to do the Measures for the lines that are in reverse digitized directions, I use the two field options. In other words I populate a to and from field with the min segment measure and max segment measure respectively. This is on the source non PolylineM shape from which I am creating the routes. Using another field to indicate which of the lines that are running counter to digitized direction, I swap the to from fields. The result measure then is reversed in order of your drawn segments. Hopefully this makes some sort of sense to your. I do not work with stream but with roads. I use a dual centerline drawn in the direction of car travel (analogous to stream flow), one side of my route is always in the opposite of the digitized direction. So I was face with you issue of the opposite side of the road measure being incorrect similar to your examples. To overcome this I used a min/max (to/from) to build my routes and swaping the min/max for all the segments going the opposite direction. hope this helps.

Go to the ArcGIS Help and look up "symbol level drawing". By setting symbol levels you can "merge/order/remove" boundaries for lines that connect to each other. http://desktop.arcgis.com/en/desktop/latest/map/working-with-layers/what-is-symbol-level-drawing-.htm

I don't know if this will help ... but check to see if you have the font for the symbols being used on the machine you are printing from. I am assuming that you have some vector or esri fonts in your graphic. I had similar problems and the relate to font substitutions being made when the pdf conversion cannot find them on the machine the document is being printed from.

I have not done anything with the ESRI Web components. I use my own home grown set up here since the company does not yet want to purchase the software. You can dissolve and but the process of creating a linear reference already dissolves the individual segments into one... In the pictured example I sent each corridor is composed of many segments and the creation a route dissolves that into one single line composed of measures?

There are lots of ways to create and edit a Linear Reference. I would suggest you look through the esri help and tutorial to get a feel for it. However I can show you one way (may not be the best way for you) but it basically creates a LRS with all your corridor segments.

I am only guessing on what your after but maybe this will help: I do this periodically on our measured routes which are created from multiple segment centerlines (multiple segments that have varied lengths). Under the Selection tab, Select by Attributes. For the where clause I use something this (insert your own field names) left([Route],10) = '836042520W'. This will select all the segments that have a Route name with that portion of the route name your case something like left([Route_ID],8)= 'C000001E'). From the selection I then create a single route with that ID. You would not add the individual mile post records but use them as an event table against the single route you just created since the from to measures are already known or can be calculated from your naming scheme. One import thing to mention is that your segment that will be composing your route all run in the same direction (beg and ends) increasing in the same direction, if not you will have to "flip" those segments not drawn in the proper directions. One trick to format the field name correctly is to place your cursor where you want to insert the field then double click on the name of the field list in the box above. The field name should be inserted properly formatted for the scripting language you are using. Hope this make sense!

I simply create an event table or regular table from a SQL query or excel (your favorite tool) that outputs the route, begin measure then increments by whatever want till it reaches or equals the end measure for the particular route then go on to the next route and do the same till you hit the bottom of your route list. I use that output as an event table and simply event map it against you linear referencing system.
