If you have a full backup of the SQL database before the point in time of the deletions, then you could restore to another SQL Instance and see if you can export the features you need. I think this may be the only way that you could get them back. The backup process is not an Esri one but more on the SQL Server side of the house. The frequency in which you do the backups depends on your organizations policies. Many people do it daily or weekly with daily differentials. I would also recommend not just editing in DEFAULT due to issues like you have experienced. Create versions off DEFAULT for editing (https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/overview/traditional-version-scenarios.htm), then follow the reconcile / post process: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/overview/recommended-version-administration-workflow.htm

As mentioned above, you can schedule the Python script to run in ArcGIS Pro or Windows Task Scheduler: https://pro.arcgis.com/en/pro-app/latest/help/analysis/geoprocessing/basics/schedule-geoprocessing-tools.htm

Here are some detailed steps for the Oracle client and ArcGIS Pro: https://community.esri.com/t5/mapping-and-charting-enterprise-databases/how-to-install-the-oracle-database-client-for/ba-p/1236633 The PATH variable is in your system settings for the machine: Make sure you have the Oracle 64-bit client (NOT 32-bit) listed in the beginning. If you are using the Oracle Full client, then it will add it to the PATH for you during the install / configuration. Once you have the PATH configured, you will need to close and re-open ArcGIS Pro for it to capture the change. Another resource you may want to ask if your Oracle DBA, many times they can help with the client configuration on your machine.

After you restore the backup to SQL Server, you must create the users to match what is in the restored database. Once the users are in the SQL instance you must re-sync the logins from the database to the instance: https://support.esri.com/en-us/knowledge-base/re-synch-sql-server-logins-or-users-after-restoring-a-d-000008079 That should allow you to connect as those users. If the restored database is all DBO, then a DBO users on the new instance should be able to connect.

If you create a new enterprise geodatabase (or database) are you able to connect to it and load / view data? If you deleted the system tables, that could cause additional issues.

Just so I am clear, you cannot connect with ArcGIS Pro to SQL Server at all. Is there any error message, if so please provide? Are you using the Microsoft ODBC Driver 17 for SQL Server? Is SQL Server installed on Linux or Windows O/S? You mention Enterprise, but need clarification on this. Is there all ready an enterprise geodatabase or just a SQL database on that instance?

My initial guess is a projection mis-match. What is the projection of the contour data? What is the projection of the basemaps?

Glad we got past the first major hurdle..... I am not sure on the registration issue. Based on the connection information, are you using O/S authentication? If so, you may need to make sure that the ArcGIS Server account has access to layers in the EGDB.

Ok, thanks for the screenshots. On the "Share as Web Layer" dialog box, you MUST have the "Reference registered data" option checked, NOT the Copy All Data. See screen shot below.... If you select the green arrow option (not Vector Tile), does Version Management show up?
