I believe that the metadata is stored in the GDB_ITEMS table (System tables of a geodatabase in SQL Server—Help | ArcGIS for Desktop ) I would NOT recommend modifying those fields via SQL as it may cause corruption of the SDE repository. You can view the XML in SQL Server Management Studio. I would say yes, there is a network/SQL Server configuration issue if you cannot ping/telnet or connect via SSMS from other client machines to NSQL. I would recommend working with the DBA that did the installation of the SQL Server instance. Hope this gets you moving in the right direction.......

Install the SSMS client on another machine that the SQL Server machine itself. Then attempt to connect, you can get the SSMS client from the Microsoft website. This will tell us if you can communicate from the client machine to the SQL Server instance.

Are you running the GP tool/Python script from Server or Desktop? Can you log into the SQL Server machine via MS SQL Server Management Studio using the provided credentials? Is the MS SQL Server browser started on the SQL Server machine?

Hi Paul, It looks like you are trying to connect to a machine called "MSSQLSERVER". Is this correct? For the instance name put the IP address (192.168.3.222) or DNS name of the machine with SQL Server installed. I would say no..... It is only for Desktop/Server 10.2.1, not 10.3 You would need to upgrade to 10.3 or be using 10.2.1.
