If you have Oracle RMAN, I believe that it can take a hot backup of the database and then that could be restored to a new instance of Oracle. I would  not recommend messing with the registry keys, run the Database_Server_Workgroup_1031_145925.exe and just do the "Enable geodatabase storage on SQL Server Express" and see if that corrects the behavior. ... View more
