Are you copying the data into the Oracle database as the data owner (which appears to be "RETI") via the .sde connection? Or are you trying to load this via a service?

I do not believe that this is possible. Portal for ArcGIS is required for the hosted datastore. You could do this now, with PostgreSQL databases, enabled as geodatabases, registered with the unfederated server. It would basically be what you are asking for. Especially since you say there are very rigid HA, scalability requirements.

I have not seen this unless there is an issue with the Version Management component of the service. Was the only change that you upgraded to Pro 3.4.x and then the Versioning tab was not showing?

If you connect in SSMS and look at the database, do you see any "DBO / SDE" repository tables? Specifically, "sde.version" table? Example of the table: You can load data into a SQL non-geodatabase and it will display and work with Pro with no issues. See my example below:

I like edit 😀....... or "enterprise", I honestly have no idea. I do remember when they started to add the "e" around 10.1/2'ish time frame. Before that it was just a "_vw" which people would also name their custom DB views so it could be confusing on which ones were "versioned" in the enterprise geodatabase.

Here is a matrix, that helps define the LM version based on your version of Pro: https://enterprise.arcgis.com/en/portal/latest/administer/windows/configure-arcgis-pro-licenses.htm#ESRI_SECTION1_B534D464350F43FDA277B746F1E6EF36 Are you using the Named User license or concurrent model for Pro licensing? Being honest, I would probably update the LM to the latest version. That is usually a low risk update and fairly quick. I would always have a backup of the machine before the upgrade, in case you need to roll back.

You cannot access "older versions". That is a build number and related to the version that was released (i.e. tested). For the installed version (11.2) what are you running the account that "runs" the service as? Are all the ArcGIS Enterprise services using the same account? I would highly recommend working with Esri technical support on this issue since you have eliminated some of the common items.

I just want to ask, do you have both install files (<filename>.exe & <filename>.exe.001) in the same location? Have you done a checksum on the files you downloaded matches what is in My Esri? As far as I know, there is NOT a way to download "114_192937". That is not a released version.
