Labels tend to be a bit of a challenge in ArcGlobe. Have you tried converting your labels to annotation in ArcMap, and then adding the annotation to ArcGlobe as a draped layer? You can open the Properties of the Annotation layer > Globe Display > uncheck Rasterize Feature Layer. This will create a floating label on the vector point layer. Also, I have moved this discussion to the 3D space from the ArcGIS Online space to see if anyone there can provide some additional information.

Have you installed the Panda module in the Python27 folder (C:\Python27\ArcGIS10.2\Lib)? Here is documentation on Panda that includes installing - http://pandas.pydata.org/pandas-docs/stable/pandas.pdf I have also moved this discussion to the Python space as you may get a better response there.
