Emm...this looks weird. Tested using the provided sample app, on Mac or mobile devices, the zooming/paning works fine without freezing the app. Just for more info -  Is the zoom/pan behavior done through a touchpad or mouse? Also, does your Chrome enable the function of "Memory saver"? ... View more

@TNC If that's the AGOL then it should be the latest version. In case the performance issues are usually not easy to pinpoint, and sometimes with specific data, I suggest you reach out to Esri Support if you can steadily repro the problem, and they can build a steady environment.
