I remember the tool would do give false results if the buffers would overlap. Have you tried setting the buffer size smaller? You'll need to change the buffer and change the distance in the generate near table to solve. That was one of the differences between my solution and Darren Wiens solution. If you run the model from edit you should be able to add the buffers and show the buffers and see the overlaps

I used block group data with 5 years of historical data joined to the block group data. You could use any polygon data with your customers joined to it. The tool will not create the districts for you it will allow you to select and assign the polys to a district and keep a tally for you. With only 425 consumers it may be faster to create a polygon that encompasses the target area and cut the poly at intervals of 47 or 48 customers.

Right click the Find Angle tool and choose edit when the model opens change "Roads" to your line file. Then click "Model" -> "Run Entire Model" tell me where the process stops everything that has ran will have a shadow behind it.
