The SHARED_LOCATION has to be accessible by all machines within the deployment, so a local path won't work. Since it appears you're on Linux, my assumption is that /opt/arcgis/backup_share is either not mounted as a path on each machine or the UID of the install user on each machine doesn't match. Check the UID of the user who installed the software and is running the processes; the UID has to match across all machines.

You should see a WARNING message with a list of the items that were in the database but not the content directory: Ex. <Msg time="2021-01-06T14:12:20,700" type="WARNING" code="209129" source="Portal Admin" process="16660" thread="1" methodName="" machine="machine.domain.com" user="" elapsed="" requestID="">During the export operation, some items could not be exported because they appear to be missing from the content directory. I suggest running Process Monitor when running the DR tool to see what it's attempting to access when it's running. You should see results in ProcMon indicating files or folders are not found, which may be leading to the error you're seeing.

As @JoshuaBixby mentioned, it's a networking problem. It just so happens that the machine with the problem has ArcGIS Server running on it. "I cannot browse to the rest services from the arcgis server through the F5." This is the indication it's not a software problem; take the software out of it, and you still see issues. ArcGIS Server is making the same connection that you are attempting manually. If you can't connect in a browser, Server can't either. You'll need to look into a forward proxy to allow outbound connections, or modify firewall rules to allow that connection.

I know Portal expects the URL that's used by users to access the portal, (the web adaptor or reverse proxy) must be through 443. I'm not sure about the services URL used in federating, though. I wouldn't be surprised if there were issues, to be honest; the software may make assumptions that the services URL uses 443.

"Failed to bind to [7120]" From your post below, seems like you restored from a snapshot and were able to complete the upgrade, but just wanted to point out that failed to bind means that there was a process, (likely an orphaned java.exe process), listening on 7120 which prevented the new process after the upgrade from binding to that port.

So you ran the setup, and once the setup completed, you're able to reach the portal home page, given you were able to upload your license. Once you hit Continue Upgrade, did the home app indicate the upgrade completed successfully? What happens if you go to https://portal.domain.com:7443/arcgis/sharing/rest? Do you see a 404 error?

We don't use DCOM in the software, so that error can be ignored. Were you able to look at the JSON responses in the dev tools or Fiddler and see if there are any errors that aren't being handled well by the map viewer?
