By copying the data to a local fgdb it sounds like it's the sde/egdb that is the problem.  However, in an earlier post you mentioned you have view and edit connection files and using the view only made the problem go away. With any ESRI Solution, you can add or subtract data as you see fit.  In other words, the database schema(s) provided in solutions are more or less a one-size-fits-all approach.  I've not looked at that solution specifically, but it's a good bet you can design the schema to suit your needs. Personally, I'd first talk to your Police Chief, City Manager and City Attorney all at the same time.
