Create the Version using the QA person's login. Make the version PUBLIC and let the editors edit Once they say the version is ready to check....make the access level PROTECTED. This makes the version editable for only the QA person. Rest can only connect and view.

Instead of querying the Feature Classes or Tables, try to pull the updated data from the Versioned views. Versioned view will show data from the Base\Business Tables and the Delta Tables both, which is what you need.

You are using an ArcSDE Service, that itself indicates that you have the Enterprise license. But anyway, there will be no conflict while creation or starting of the SDE Services because of this.

You didn't answer all the questions... What is the version of the sde geodatabase? What is the version of the SDE Setup file that you have with you? As I mentioned, ArcSDE can be installed on any of the servers and used to create the SDE Service. You just need to keep in mind the factors like available RAM, etc.

What is the exact version of the SDE geodatabase? What is the exact version of the Oracle database? (Example: 12.1.0.1) Which version of SDE setup do you have with you now? What is the exact version of ArcGIS Desktop that you have ( 10.2, 10.2.1, 10.2.2)? Oracle 12c R1 (12.1.0.1) is supported starting at ArcGIS 10.2.1. http://resources.arcgis.com/en/help/system-requirements/10.2/index.html#/Oracle_Database_Requirements/01510000006s000000/ On a general note, ArcSDE can be installed on any of the Servers and an SDE Service can be created. You just need to make sure that Oracle Client is present on that server as well.
