What you highlight, has been existing since the very beginning. Only the user, who created a Feature Dataset can create Feature Dataset, or other objects for that matter inside it and also manage these. If you don't want a user to create any kind of data, simply don't give them the Permissions to do so.

A simple copy/paste OR Export/Import as XML Workspace (which won't be possible in your case, as you want to import inside a FD) allows you to copy over the Domains and any other related objects, along with the Feature Class.

Check if the below link help, IF you are looking for Image Classification Wizard: Image classification wizard not enabled? I had a similar issue with the Classification Wizard being grayed out in ArcPro. After a lot of trial and error we discovered it was due to the fact that I was not creating my projects using the Map.aptx template. Once I started using the Map.aptx template, the issue disappeared.

Have you simply tried deleting and recreating a new Version for that editor and checked if the issue still occurs? I would recommend, disconnect all users > do a full Reconcile\Post of all versions > delete ALL versions > do a full compress > recreate the necessary versions > observe the workflow, if that is possible.

You must have ArcGIS 10.5 installed.....the patch is for ArcGIS 10.5.1. Desktop 10.5 and Desktop 10.5.1 are different ArcGIS Desktop versions. So download the setup for ArcGIS Desktop 10.5.1, install it, install the patch and then try connecting to your Database.

For a start, check other similar posts on GeoNet: connect oracle 12c from arcgis for desktop and server 10.3.1 What version for ArcGIS Desktop (Example: ArcGIS Desktop 10.5) and Oracle database (Example: Oracle 11.2.0.4) are you working with? Is Oracle installed on the same machine as ArcGIS Desktop? If not, does the Desktop machine have access to the Database server? Are you able to connect using SQLPlus in cmd from the same machine?
