I have a few questions I'd like to ask: a. Is your SQL Server set as your Hosting server's managed database, or are you using the Data Store product? b. Along those same lines, when you publish your service, is data being copied up to the server? Essentially, I'm asking if the service is actually referencing the SQL Server database, or is data being copied up into ArcGIS Data Store at publish time?

That's correct. Esri rekeyed licenses at 10.5. I believe you can license with a 10.1-10.4 license, then restart the GIS Server. Then you can create the site.

Hmmm.... This is kind of an out of the box/unlikely cause, but I wonder if maybe someone updated the "maxTokenExpirationMinutes" parameter associated with your ORG? You can see the value of this parm by reviewing the back end of your org details, like: https://<yourorgname>.maps.arcgis.com/sharing/rest/portals/self?culture=en-us&f=pjson&token=<inserttoken> The default value for this token is -1. At the same time, I don't know that this setting would affect routing per-se. Just thinking out loud/in text.

It's hard to say 100% based on the description provided, but I believe that this issue is related to multi-byte characters in the service description and is fixed in ArcGIS for Server 10.3.

Hi, Yes, you'll need to stick with Geoevent 10.3.1. GEE needs to be installed on a machine that also hosts ArcGIS Server, and you won't be able to mix versions of ArcGIS Server software on the same machine.

Conversely, you could create 3+ different areas of interest (three different polygons) as AOI inputs, and then run 3+ update cache jobs referencing those polygons. That way you can keep your vertices without generalization and (hopefully) complete the jobs. You could also use scale dependent rendering where at small scales you have generalized features, and at large scales you have more precision. You'd still likely need multiple cache jobs for large scales.

Ok. I think that this is a known issue, related to [#BUG-000086206: Unable to export statistics in ArcGIS for Server 10.3 using Internet Explorer 9.]. A support case here in house indicates that the same behavior was observed using ArcGIS for Server 10.3.1 and IE 10 or 11. I tested on 10.5 with IE 11 and didn't see this issue, and confirmed the same in our internal issue management system. Pretty sure you can work around this with Chrome, FF (and likely) Edge.

To second what JQuinn-esristaff mentioned, Esri went so far as to remove the option to remove a federated GIS server from the Portal settings GUI and move it to the admin API specifically to dissuade users from this action. For an Enterprise GIS with a large number of service items and users, when the item IDs change, a considerable amount of scripting gymnastics is required to put it all back together again. If you're running on VMs, take snapshots of the machines participating in ArcGIS Enterprise prior to taking this action so that you can just revert back.

Communication between the portal and the GIS Servers all happens over HTTP, so as long as server and portal can talk to each other, you should be OK. You can mix OS's with Server/Web Adaptor and Server Portal, but not between servers that all participate in a single site because of file pathing issues like Vince mentions above. Those come into play when there's a shared config-store. I'd even try to keep the hardware identical if for the GIS Server site, if possible. Personally, while I might have the web tier as Linux (for the web adaptor) for whatever reason (LDAP integration and licensing cost comes to mind), I'd keep the GIS tier homogeneous in terms of OS just to limit potential training issues.
