Hi Roj, While the underlying dataset will be updated, the cache won't be until it is updated. The features can be seen in an attribute table for instance, but won't be visible until those tiles are recreated.

Did this recently start happening, or is this a new issue? Also, does this happen locally when connecting to the GIS Server inside your network, or from connecting from an internal ArcGIS Desktop client to an ArcGIS Server located outside of your network? Also, picking up on what Michael mentioned above, is it the case that some tiles in the cache display and some don't, or is the display completely blank? Do you see similar issues when viewing the image service in the ArcGIS.com map viewer? Finally, how many users see this issue? Regardless, the first thing I'd try would be to clear the local ArcMap cache. That will force ArcMap to re-download the tiles locally. If that doesn't seem to help, the next thing I'd do would be to download and run the Fiddler tool from https://fiddler2.com, open it up, and reproduce the issue. Fiddler is a web debugging tool that will let you see the requests for each tile individually and might give a clue as to the issue.

This will be addressed in 10.6. The bulk of the time looks to be with ArcGIS Server attempting to access the data on your database (the data access phase), which is frequently due to some network issue. This happens prior to the query operations.

I agree with Rebecca. While .shp is ok for desktop GIS, in general they aren't as performant as FGDB. In the enterprise space I almost always use some form of enterprise gdb, so that I can enable feature access. File based data sources tend to not play nice over the network, with anti-virus, and don't really scale very well with multiple users.
