The last time I saw something similar, ArcGIS Server was deployed on an NFS volume on a Linux box. Can you provide any details as to your implementation, specifically where your config-store is located? Like is it on a NAS/SAN device or similar?

I'd personally argue that Server Manager (and the functionality underlying functionality provided by the Admin API) are both a relevant and critical aspect of Enterprise GIS management. While the security aspect has moved over to Portal side, Server Manager still provides a way to mange service tuning and performance, data registration for services that aren't hosted, GIS Server state and service access logging, et al. My understanding of this particular issue is that a fix requires an update to the internal Server framework and JS API - not just a few code tweaks here and there. I'd look for this to be addressed in the 10.6 timeframe.

Are you working with Map Services or Feature Services? A similar issue was fixed in 10.4.1 for Feature Services, but there's a separate issue with Map Services that's fixed in 10.5. [#BUG-000097244 PDF attachments for map services from ArcGIS 10.4.1 for Server and earlier that are over 5MB in size fail to display properly in web browsers. ] if you Right-click the PDF attachment in the pop-up and download the PDF instead of opening in the browser, do you still see the corruption? That's the work around for the issue above. In general, we'd recommend doing as much 'pre-processing' as possible on a web service (Pre-Process for Performance). On the fly transformations and such can be taxing on the GIS Server, which stacks up when you have a busy site. Same goes for GP - if you can reduce your script/model to only what's needed to get to the final product, you'll be better off. I browsed through the documentation, and I can see why this would confuse users. It may be implied, but I don't immediately see that multiple configuration options need to be defined in the same JSON block. I see it in older doc for ArcGIS Server though.

I agree with Rebecca's guess regarding those messages being from trial licenses for ArcGIS Server extensions. You can confirm by checking the keycodes file in \\Program Files\ESRI\License10.5\sysgen\keycodes. Just crack it open with a text editor and look for expired licenses for those features. If those messages bug you, you can remove the offending lines (make a backup first) and restart the ArcGIS Service.

Whelp…without something more solid, you could: 1. Stop the portal 2. Make a backup of /portal/customizations/10.5.1/webapps/arcgis#home/js/arcgisonline/config.js 3. Open this file in your favorite text editor and set the showSignUp property to false, 4. Start the portal back up again. Note: This workflow is very unsupported. Have a backup of config.js handy.
