One thing to check in a M:M relationship class with a Primary Key is it is set to "Allow Null Values."? If so, uncheck this. Does the error persist?

In reviewing ArcMap label properties, I don't think there ever has been a polygon labeling option for rotation by attribute. Only for point geometries. Geodatabase annotation would be the best practice here.

Ha! I understand what you mean about insanity and old geezer. I'm 28 years in with Esri technologies - started in 1992 with ArcInfo Workstation. Then ArcView*GIS. Then ArcMap. And now ArcGIS Pro! So a licensing issue then? Are you using Single Use, Concurrent Use or Named User?

Interesting...hadn't installed it myself as I have an Advanced license. I did find another Disperse Points tool from XTools. They have a 14-trial period to use their tools and then a fee for permanent use. You may find it here.

Ah I see what's happening, the author of the thread can mark an answer correct rather than you or I so no deviousness is at play. ArcGIS Pro is a different type of desktop GIS application and familiar ArcMap workflows don't always work the same as in ArcGIS Pro.
