One resolution I've seen on the internals is the Support Services analyst received a copy of the *.atbx from the customer, opened it on their ArcGIS Pro 3.4.0 installation, create copy of the shared toolbox and provided the copy back to the customer. That seemed to address the error messages. Perhaps this workflow would work for you as well?

One thing I've read in the internals is that when this key is set to FALSE, it indicates that the application is not authorized to work for offline use even IF the license has been set for offline use. This may occur because the registry key must be manually updated to TRUE to enable offline functionality. To fix: 1. Verify the registry key at HKEY_CURRENT_USER\Software\ESRI\ArcGISPro\Licensing. Check the value of the key. If it's set to false, ArcGIS Pro will not recognize the offline license. 2. To update the license settings, login to ArcGIS Pro and make sure the "Authorize ArcGIS Pro to work offline" checkbox is unchecked in the Licensing settings. Restart the application and update the registry key to TRUE. Does the issue persist? If so, you should contact Esri Support Services and create a case with an analyst.

So I found a way to do this using old school VBScript! I'm sure there's a way to do this with Arcade but I've been struggling with that. The syntax to copy/paste into the Expression box of the Label Class pane is: Dim counter counter = 0 Function FindLabel ([Label]) If Left([Label], 3) = "BFO" Then counter = counter + 1 If counter Mod 2 = 1 Then FindLabel = "<SUP>" & [Label] & "</SUP>" Else FindLabel = "<SUB>" & [Label] & "</SUB>" End If Else FindLabel = [Label] ' If it doesn't start with "BFO", return the original label End If End Function The result can be seen below. One thing I had to change to make it work properly was on the Position tab in the Label Class pane, set the Label Buffer to 0%. Then it stacks properly.

Hi Marjan - In reviewing this question, I did find a case from Esri Technical Support that is very similar to yours. Here are some of the steps that analyst recommended that the customer try to resolve this issue. 1. Clear the cache at the Project->Options->Display->Clear cache. 2. Change the rendering issue to OpenGL. 3. See if there was a driver update for your computer from Intel on June 18th. Turn this off and see if that helps. 4. Soft reset of ArcGIS Pro - How To: Perform an ArcGIS pro Soft Reset 5. Clean uninstallation and clean installation of ArcGIS Pro 3.5.

@SarahMorrison - so I received comments back from the Dev Team. In a nutshell they said this is not a bug and has always been allowed in ArcGIS Pro. Behind the scene, there are internal identifiers (CIM path) that keep things unique but there's no architectural reason not to prevent two maps from having the same name. Can you provide the huge issues you're seeing? This will help out the Dev Team better understand this item. Thank you!

Two things to try - 3.5.2 was released 6/24/25. You could update to the newest version and retest your workflow. Do the layers and labels reappear? Another test is to go to the Windows Control Panel, under Programs, click Uninstall a program. Top left of the Uninstall or change a program, click View installed and uninstall ArcGIS Pro 3.5 Patch 1 (3.5.1) and then retest work your workflow. Do the layers and labels reappear?

With regards to your images, the first image (top left of the screen grab) shows the formatting for the Group element while the second image shows the formatting for the Map Frame element. Would you be able to take screen shots of the same items so to confirm that the proportional sizing is missing? Thanks!
