In reviewing the case, the analyst did create BUG-000181366 - "Geocode capabilities are not enabled by default when publishing from ArcGIS Pro 3.6 to ArcGIS Enterprise" and it was marked "as designed" as you mentioned. The explanation I see is: The behavior is expected and is as designed. When publishing a locator from ArcGIS Pro 3.6 to ArcGIS Enterprise 11.5 or later, the Geocode capability will not appear as an allowed operation. The Capabilities section on the Configuration tab is context sensitive and dynamically updates the list of operations based on the server the locator is published to. The default capabilities in ArcGIS Pro 3.6 when publishing to Windows or Linux ArcGIS Enterprise 11.5 or later are: - Find Address Candidates, to find a list of addresses or places. - Geocode Addresses, to geocode a table or batch of addresses or places. - Reverse Geocode, to return the nearest address for a geographic location. - Suggest, to generate autocomplete suggestions for partial input strings. @iwork_ctbuh - in reviewing the support cases, I found an identical case to what you're experiencing.  The issue where ArcGIS Pro only displayed window borders with the rest of the interface appearing transparent was caused by the machines operating without an attached display. When a monitor was connected, ArcGIS Pro functioned normally, and the issue only reappeared once the display was removed. This confirms the behaviour is related to GPU/display rendering on headless machines.  To resolve the issue, fake (dummy) display adapters will be used to emulate a connected monitor. This ensures the machine always presents an active display output, allowing ArcGIS Pro to render correctly even without a physical screen attached. ... View more

Could be.  You can test by removing 1/2 of the files, save as, and exit the app.  What's the timing?  If zippy fast, then maybe there's a magic number where ArcGIS Pro may have an issue? ... View more

I have not heard of this personally but one thing to try is do a "save as" for a new *.aprx file.  Close ArcGIS Pro.  Load the new *.aprx. Close ArcGIS Pro.  Does the latency still exist? ... View more

In reviewing the Esri Support case logged 2/11/26, I do not see a workaround currently in the case documentation.  I understand that this is a high-impact bug to your organization and I wish I had an answer for you.  Although not a solution, I would contact Esri Support Services and have your organization's customer number associated with this BUG certainly.  Again, not a great solution I know, especially with such a large organization, but uninstalling 3.5.x and reinstalling 3.4.x would allow those tools to work again. ... Okay - digging deeper, I believe this is BUG-000182720 - "Arcade expressions using FeatureSetByName($datastore, ...) fail to validate in layout dynamic texts in ArcGIS Pro, returning the error “Object not found $datastore.”  It's currently under review.  The issue is not reproducible in ArcGIS Pro 3.4 and earlier but 3.5 and above. ... One way to test if 3.5.5 "broke" the $datastore item is to uninstall 3.5.5 and revert back to 3.5.4 and then retest. For Windows 10, you can uninstall the ArcGIS Pro 3.5.5 service pack by going to Control Panel->Uninstall a program->(top left) View installed updates->then click the ArcGIS Pro Patch 1 (3.5.5) and uninstall.  For Windows 11, MS made it a bit more difficult, see image below: ...
