Were the coordinates of your bounding rectangle(ish) used for clipping in decimal degrees or in a projected coordinate system? If the former, you might try a geodesic densification on it prior to using it for clipping. What is the projection of your map frame? Why do you think that point should be within the bounding rectangle?

You can't update conda in arcgis pro's conda environment.... period. You can update packages in that environment, but it has to be activated prior to doing updates. For most people, that is their cloned environment. You can "manage" your conda environment using the Project backstage from within arcgis pro is you wish.. or at least check to see what environment you have activated.

So .... import arcpy fails? If it fails, then you don't have it installed properly or are using a notebook that doesn't know where arcpy is. Are you using arcgis pro's installation of jupyter notebooks? or a standalone jupyter notebook or jupyterab.

Welll, putting the garden away for the winter, of course leads to a solution from datetime import datetime as thyme
dir(thyme)
['__add__', '__class__', '__delattr__', '__dir__', '__doc__', '__eq__', '__format__', '__ge__', '__getattribute__', '__gt__', '__hash__', '__init__', '__init_subclass__', '__le__', '__lt__', '__ne__', '__new__', '__radd__', '__reduce__', '__reduce_ex__', '__repr__', '__rsub__', '__setattr__', '__sizeof__', '__str__', '__sub__', '__subclasshook__', 'astimezone', 'combine', 'ctime', 'date', 'day', 'dst', 'fold', 'fromordinal', 'fromtimestamp', 'hour', 'isocalendar', 'isoformat', 'isoweekday', 'max', 'microsecond', 'min', 'minute', 'month', 'now', 'replace', 'resolution', 'second', 'strftime', 'strptime', 'time', 'timestamp', 'timetuple', 'timetz', 'today', 'toordinal', 'tzinfo', 'tzname', 'utcfromtimestamp', 'utcnow', 'utcoffset', 'utctimetuple', 'weekday', 'year']
thyme.now()
datetime.datetime(2020, 9, 18, 14, 53, 50, 566500)
from arcpy.management import CreateTable
thyme.now()
datetime.datetime(2020, 9, 18, 14, 54, 22, 867106) Nothing spices up your coding as a workaround

As a suggestion, I rarely import arcpy If I need something from the arcpy stable, I usually narrow down the import to the area that I need. The folder structure can be found in your install base folder C:\arc_pro\Resources\ArcPy\arcpy where arc_pro is my install folder. Some things like the arcgis module and the arcgisscripting module can be found in site-packages C:\arc_pro\bin\Python\envs\arcgispro-py3\Lib\site-packages\arcgisscripting So a blanket import of arcpy isn't recommended unless you need to access a wide variety of things from it.
