I would verify the ArcGIS Server service account matches the one running ArcGIS Data Store and Portal for ArcGIS, as this sounds like a permissions issue on the share. Barring that possibility, I would create a directory on the share using the same account running the WebGISDR tool, then attempt to access that UNC path from the ArcGIS Server machine logged-in as the service account. Hopefully that leads you in the right direction.

This topic in the documentation goes into more detail, but essentially the client is first connected to Portal for ArcGIS to get a confirmation that an ArcGIS Pro license is assigned to the user, then redirected to the License Manager instance for borrowing/checking-out the associated named user license. With that in mind, the LM should be referenced using a DNS record that is resolvable outside your internal network and the appropriate ports should be opened in your firewall (reference link). The LM host can be updated directly in Portal Admin -> Licenses, but the changes to the firewall and LM configuration will require changes on the instance itself and potentially IT team involvement.

Each site has its own unique DynamoDB table (and S3 bucket for any objects larger than the table record limit), which are provisioned during the site creation process. There is also a common table that tracks each created site table. I'm not familiar with the concept of instances in the context of DynamoDB, if you can elaborate further on that aspect. An important aspect to keep in mind is that each site's directories still require a file share. Are you able to review the Portal for ArcGIS logs following the backup failure? I suspect that there are some item IDs that are returned as unable to be exported, which leads to a success with warnings as opposed to a success. If that's the case, we can look at options to remove those corrupt items to get a successful backup created.

@DavidColey there's a defect logged for this behavior, BUG-000152126. I see that it was reproducible in 11.0 via one attached case but I'm unsure whether it persisted at 11.1. I'll try to get in touch with the ArcGIS Server framework team and see if we can prioritize this fix if so.

Each deployed EC2 instance has an IAM role associated with it, you can either add additional policies to the existing role or create a new role that has the required permissions and apply it to the EC2 instance. ArcGIS Enterprise version 11.0 was not certified on Ubuntu 22.04 LTS as of its released date, but version 11.1 will be certified on that version. The advantage of sticking to certified operating systems is that technical support can assist if there are any OS-specific issues, whereas while the later version would likely function support would be limited in their ability to assist with an unsupported OS version.

EC2 instances aren't guaranteed to have unique hostnames, so by using the IP address as the host identifier you avoid the possibility that two machines have the same hostname and communication doesn't route properly between the instances. For a single-machine deployment, it isn't necessarily required, but if the site plans to scale in the future then it should be implemented prior to site creation since it can't be done after site creation.

Can you include the stack trace that's included with the NullPointerException at debug-level? If the exception is thrown during the copy method one way to determine what file is corrupted would be to use a tool like Process Monitor (on Windows) and filter to the config-store and directories location to see what file is accessed last when that error occurs.
