Hello, What you have described is not a bug in ArcGIS Pro. It sounds like you are encountering error 00374: Unique numeric IDs are not assigned. The error was intentionally added to prevent you from sharing or overwriting web layers before assigning IDs to layers or tables in your map. If static IDs are not assigned that match existing service sublayer IDs, the IDs may change as you observed. If you overwrite your service, this may break web maps and other web apps using the service. (This is the situation you described with the broken apps and dashboards.) Hi Holly, I'm not exactly sure what you mean by the following: "Publishing the file from the Catalog pane results in a hosted image layer with a black background."  Transparency should be maintained for raster layers shared as map image layers. Great! Happy to help. Just to further clarify, Pro has been designed to both share web layers to portals and publish services to stand-alone servers, but as separate workflows. When overwriting a map image layer, the time zone and daylight saving options will come from the existing map image layer (this is the default). However, we cannot support this same behavior when overwriting web feature layers at this time due to limitations with how the time zone is stored. I was able to successfully share the web scene with ArcGIS Pro 3.0. The web scene layers were published as well. It looks like the first layer failed to publish. Did you configure the web scene layer to cache locally? If sharing is still not working for you, you may need to reach out to technical support for best assistance. ... View more
