To help prospective candidates, can you add some more specifics.  Such as: Will the work be for a government or private entity? What field is the work in?  You mention Land Managment and Natural Resources, but candidates would probably want to know which aspects of these broad fields.  For example, Regulation, Operations, Policy Making support, etc. Since you added a category of "Manager", how many people would the candidate directly supervise? Can you be more specific on where in Idaho the position would be?  Idaho is a pretty big state and a position in Bonners Ferry (Canadian border, very small town) might be of interest to some while Boise (central Idaho, big city) might be of interest to others. What company or organization do you work for?  No offense, but how do we know you have a legitimate offer to make?  In this day and age where Identity Theft is rampant, that question needs to be asked. Does your organization have a range already established for what the position might pay?  Yes, I understand it is a RFP and such is negotiable, but if you already know some basic limits which could be expressed as range, it would help all parties if that is stated up front so nobody wastes time in trying to see if the there is a match only to find out after much interaction that the compensation is not agreeable (and I say this as someone who has experienced this many times - compensation gets discussed last, way into the hiring process, and only then do the parties find they are worlds apart). Field Map is where you match the fields you have with what is needed for the address locator.  For example, my data file has the "From Left" information in a field that is called "FRADDRL", so that field is selected from the pulldown so the address locator knows which field in the reference data to use for that component.  You repeat that for all the required components (those with an asterisk next to them), then any optional ones you want to use (note - the example image is not fully filled out). One guess from a quick look at the tutorial - the tutorial mentions this: 30m DEM: A Digital Elevation Model with at least 30 meter resolution. These are raster images that contain elevation information and can easily be found online. The 100 meter DEM you have is very coarse compared to what is suggested, so that may be what is causing things to go awry. This does sound odd.  Can you provide some information to help in troubleshooting this: What version of ArcMap are you using? Is the topology being run in a File Geodatabase, Personal Geodatabase, Enterprise Geodatabase (SDE), or another data type? If it is an Enterprise Geodatabase, is it tied to SQL Server, Oracle, Informix?  What version? Are you using a Parcel Fabric? What XY Resolution and XY Tolerance is being used? Just a general comment - when you import a shapefile to a geodatabase that has features created in geodatabase format and then run topology, there will be many slivers generated on curves due to the differences in how shapefiles store curves versus geodatabases.  At the City where I am at we encounter this often when updating our parcel data, as our "older" parcels were originally put into SDE from a process many years ago that involved shapefiles.  Our current process brings in newer parcels from a geodatabase, but when they adjoin parcels that were originally from shapefiles there are many tiny slivers.  So lots of errors, which is not unexpected (though certainly not desirable). I've seen this before with grouped elements.  Rotation makes them go awry in odd ways and then they can't be recovered. I don't have an easy answer, but using the Focus Data Frame option and putting the graphics there seems to reduce the places where things go awry. The idea proposed by Joe Borgione has possibilities. I agree that Network Analyst has the potential to do this,  but seems somehow to be "missing" the final bits to make it all come together.  I guess that's why there are third-party vendors who have come up with software specific to snow removal - they added the extra bits. In regards to your question on standards, there is not a common standard for cities in the United States.  Every city has its own way of doing things and has set up GIS differently.  There has been some movement towards more common methodology, with local and regional initiatives for data sharing and pragmatic movements towards "standardized" schema like the ESRI Local Government Information Model (LGIM), but there is no widespread standard.
