This is a bug that's being caused by TocMapLayerItem.as reversing the order of the layerInfos on the dynamic layer. This is a problem in this service since it has group layers. You need to do it this way since setting the percent size means to set it as a percentage of its parent's size. The parent of the WidgetTemplate is the widget itself which usually doesn't have a size set on it. Yes, if you use en_US than you won't have to run the copylocale tool. If you use a locale that isn't included in the Flex SDK, it doesn't know where to get the bundles needed by the SDK unless you create them. ... View more
