This is a bug that's being caused by TocMapLayerItem.as reversing the order of the layerInfos on the dynamic layer. This is a problem in this service since it has group layers. You could use two "feature" layers instead, or you can fix the code by changing line 283 of TocMapLayerItem.as from: var actualVisibleLayers:Array = getActualVisibleLayers(arcGISDynamicMapServiceLayer.visibleLayers.toArray(), arcGISDynamicMapServiceLayer.layerInfos); to: var actualVisibleLayers:Array = getActualVisibleLayers(arcGISDynamicMapServiceLayer.visibleLayers.toArray(), arcGISDynamicMapServiceLayer.layerInfos.slice());

You need to do it this way since setting the percent size means to set it as a percentage of its parent's size. The parent of the WidgetTemplate is the widget itself which usually doesn't have a size set on it. Yes, if you use en_US than you won't have to run the copylocale tool. If you use a locale that isn't included in the Flex SDK, it doesn't know where to get the bundles needed by the SDK unless you create them.

The Flex SDK doesn't have a en_CA locale. Try using using only the fr_FR locale and see if it compiles. A Graphic can only exist in one layer at a time and Graphics that are in a FeatureLayer should not be added to other layers. By creating a new Graphic you're avoiding this issue.
