Jorge, Can you use Austin's suggestion above to filter your graphics before you create you FeatureCollection? You would need to use Polygon.contains(): http://resources.arcgis.com/en/help/flex-api/apiref/com/esri/ags/geometry/Polygon.html#contains()

You could use a renderer that doesn't define a symbol for the features that you don't want to be drawn. Another option is to update the featureCollection's feature set after the layer has loaded and then reset the featureCollection property.

A crossdomain.xml is not needed since you have skipgetcapabilities="true". Is your map's spatial reference also 31466 or an equivalent? Can you post a link to your Viewer or your whole map config?

I'm not sure what you're trying to do exactly, but could you just listen for the mapClick event since it also doesn't fire if you start panning the map: http://resources.arcgis.com/en/help/flex-api/apiref/com/esri/ags/Map.html#event:mapClick
