This current isn't possible. The "adjust size automatically" will have the sizeinfo outside of each class in the types style and is stored in the visual variables vs. when its disabled contains an independent size for each symbol. This will have a size + scale stored for multiple levels.
Adjust Size uses this to drive the logic
When disabled it would use the size inside the class

Are you using it by url to the service or by itemid? I think if you are using the itemid API should be able to do the Service2Service check on the item id and see the relevant FL but would recommend checking in that forum just incase.

A quick way to tell if it has an associate feature layer is by looking at the item details page:
Second is checking if the url for the scene layer
services.arcgis.com - means the scene layer was published from a feature layer
tiles.arcgis.com - means it was published from a scene layer package.

For the setting associate feature layer I would recommend posting that one in the JS SDK forum.

Are you using ArcGIS Online or enterprise? In ArcGIS Online we no longer have the up arrow but now use a checkbox to the left of the value where you can group, merge, separate, bulk move. Vector tile layers are not styled in Map Viewer and if you have a copy of the item under your content you could adjust some of the styling in Vector Tile Style Editor. If you want more dynamic rendering you would be using a feature layer with offline sync enabled.
