The layer is turned off in the app by default. You can enable the layer under the contents button if you want to see it in the app. The app will drop a point on the set interval of the location tracking layer with the editor tracking info.

You can disable editing of a feature service layer in the web map. The app will respect this disabled editing property when it downloads the map and the layer will be read only.

If you are having sync issues you are use this tool: Copy Runtime Geodatabase To File Geodatabase—Help | ArcGIS for Desktop The folder that contains your map content is under ArcGIS_Collector >Offline_data>account folder> folder with same item id as your web map. Copy that folder onto your desktop and run the tool against the data in that folder.

You might be tapping the copy option by accident and that brings up collect option. If you tap on the edit text make sure that cell is grey and that should bring up the option to edit attributes. I tested this on iOS 8 iPad Mini what device and version of iOS are you using? Thanks Russ
