So for viewing multipatch data in ArcGIS Online as a hosted service, first you will need to use Pro 1.3 to create a scene layer package. To do this you will use the GP tool "Create Scene Layer Package" which will take your multipatch data and generate the scene layer package which you will then upload to ArcGIS Online to create a hosted scene layer which can be used in the scene viewer. I've been off of Collector for a while (3D and Online has been my focus) so I don't know about what changes might have taken place but have you tried disabling and then re-enabling sync on the service? Also are you transferring the service after the replica's have been created? Do you still see the replicas on the service? You can retrieve the runtime gdb from the device through itunes. Then you can use the runtime gdb to file geodatabase tool to get your data into a fgdb. Yup editor tracking is allowed on your services and will online and offline. Russ

Esri basemaps have a defined export tile limit. If you can generate your own hosted tiled service you can set the export tile limit on that service while you define the parameters of your tile service. You can also just creat a tpk in desktop and sideload that onto the device.

You can connect the iPad to your computer, sync with itunes and then you can copy the data from the device onto your desktop. Then run the ArcMap 10.3 (and up) GP tool for Runtime Geodatabase to File Geodatabase. Then you can merge your edits back into your final dataset.

This is still not supported in the app today. The team is working on supporting high accuracy GPS devices on iOS, Android and Windows for their upcoming release.
