I'm sorry, I completely forgot that I posted this. Deleting the actual hosted feature service itself will delete the data. But I don't want to delete an entire feature service just to delete the data, because then I'll just have to re-create it. Deleting records through the hosted feature service through ArcGIS Pro only deletes it from our view in Pro/Portal, but it doesn't actually delete any content because the space available never increases (this is after deleting thousands of records with thousands of picture attachments). I did ask this question at the UC and the solution was to disable and re-enable sync in the hosted feature service settings in Portal. While that did work.....it also wrecked the feature service (from a Survey123 form). That solution might work on basic feature services, but I have some more complicated ones with related tables/attachments. After moving a production database to a brand new VM and having web maps pull from it, I am now receiving this message again. While web map performance has significantly increased, we still receive this error message (although the frequency of this message has decreased). Regardless, this error message is severely hampering our ability to deploy web maps to users as this causes a large productivity drop because the web maps are practically unusable until I either restart the feature service, or the user waits about 15-20 minutes. With this happening multiple times per day to multiple people, the lost time adds up quickly. This message appears to be happening on layers that are edited a lot on the web map. I have gotten mixed answers on that one. It might depend on how many layers you have in your feature service. If you have a small number of layers, I would say leaving them in one feature service is fine. If you have a large number of layers, it's possible separating them out might be beneficial. You might need to do some testing to see where you get best performance. If you have any data that doesn't change often at all, I would recommend those layers being cached. ... View more

When overwriting, it does not create a new feature service. The item stays the same in Portal and the web maps that contains the feature services will still continue to work. However, a word of warning when overwriting feature services. In the data frame properties, I recommend checking the box next to: "Allow assignment of unique numeric IDs for sharing web layers." This comes in handy when you want to add new layers to the feature service in Pro, and then overwrite the feature service. If you do not have this checked, your item ID's can potentially change and it will mess up the web maps that contains the feature services, and you will have to remove and re-add the feature service within the web map. You can avoid this by checking the box. With Portal (and ArcGIS Data Store), there can only be a primary and standby machine. The primary Portal machine replicates to the standby Portal machine. When the primary machine fails, the standby machine is promoted to primary. Server on the other hand supports active/active. If you are using Insights 2.3, then you shouldn't need to upgrade to 10.6 from 10.5.1 according to the compatibility table. However, do not upgrade to 10.6.1 as Insights does not support 10.6.1 yet (according to other forum threads). Insights 3.0 should support 10.6.1 (according to other forum threads). I contacted ESRI support and I was told that is was because of lack of resources (RAM) on the server that contains the EGDB. We added more RAM, but it did not resolve the issue. I did not contact ESRI after adding additional RAM. The only way we were able to resolve it is move the EGDB to a different server. It's possible that we still don't have enough resources or it could be a configuration issue with the server. Regardless, moving the EGDB to a different server solved the issue. ... View more

I've had an issue similar to this, except the URL would change to the machine name only under certain circumstances. The solution we found was to modify the web context URL as shown here.
