Hi Bob -- Could you clarify a bit what you are looking to do? For example, you can use the Join Features tool in ArcGIS Online or ArcGIS Enterprise, save the result as a new hosted layer view, and then use that view in maps in Collector. However, these layers will be read-only and can't be taken offline. (Source: Add editable layers to a map, step 7 - in Make a map—Collector for ArcGIS | ArcGIS)

Hi Krista - You should be able to get better accuracy in Southern CA using the built-in GPS of an iPhone/iPad. A number of things factor into the accuracy, including by not limited to how clear your view is of the sky (minimal tree canopy, for example), how close you are to tall buildings, if the device has had time to get a good GPS fix in the new location, and available cell and Wi-Fi networks. You should see the same accuracy in the Maps app of the phone... are you seeing the same bad connection for it there?

The accounts for Collector and Workforce are separate (meaning that signing in to one doesn't sign you in to the other), so make sure you are signed in to both apps with the correct accounts. For Collector, maps need to be either authored by you, or share with a group of which you are a member (not just shared with the organization). You might want to verify that the map is shared in that way. Also, the map opened by Collector is a different map than Workforce uses, so access in Workforce doesn't guarantee sharing is set up right for the map used in Collector. The project owner of your Workforce project configures what map Collector opens.

As Derek mentioned, hosted feature layer views can be used. These are great if you want the data editable by some people or in some places, but not others. If you want the layer not to be editable anywhere, you can still use it offline in Collector. You'll need to enable sync for the layer (in the Settings tab of the item page), but you can disable editing (by unchecking Enable editing in the same section of the Settings in the item page). See Enable the layers and map for offline use section in Take web maps offline—ArcGIS Online Help | ArcGIS For ArcGIS Server feature services, you can also enable Query and Sync on them, but leave Create, Delete, and Update disabled.

At the map level, you can block a map from appearing in Collector for ArcGIS with the setting "Use in Collector for ArcGIS" on the item details page. This is enabled by default.
