Back to the original question, what is the purpose of these views? I'm seeing several workflows listed in your post. Do you want to present data to your end users for viewing / reporting purposes? This is something that we can talk through some best practices on. If you're looking to edits views of your branch versioned data, this is not supported and quite dangerous. The reason why we don't allow this is because there are constraints and internal dependencies maintained by the feature services that we enforce as you edit the data. This is even more important if you have controller datasets like a utility network, trace network, or parcel fabric as you will likely end up placing your controlled datasets in an inconsistent or corrupt state.

Whether and how to model low voltage equipment in the GIS is a question that has been around for a long time. Utilities that have access to resources to accurately model and maintain connectivity beyond the transformer and to the meter often choose to because of the benefits it provides to integrations with a CIS, OMS, ADMS, AMI, etc. The answers to these questions are different for every utility. If you do choose to model this information, the next question is how you integrate it with other systems. Due to the volatile nature of meter / customer information you will need to be careful about what unique identifiers you use to integrate your systems because things like meter numbers, serial numbers, or customer numbers can change. If you have a strong CIS and AMI integration that you may already have a solution to this problem in the form of some kind of Service Point Identifier that remains consistent (or at least well maintained) as equipment is replaced in the field. There should be a blog coming out in the next week or two that shows how to model in service, proposed, and proposed remove features concurrently in the network model and how to trace the different states of your model. You don't need to adopt everything outlined in the article, but it will provide a good description of why things are behaving the way they are and how to leverage this behavior.

Ah I see now. Modelling in-line proposed install/retired features is one of the trickier items to model because, as you noted, the system treats the new features as barriers (to ensure they are not included in the subnetwork). If you are going to be at the Esri UC I would love to sit down with you at a whiteboard with someone from our water industry solutions team to draw out several of the ways you can handle this.

Can you provide a screenshot or graphic that shows exactly how the approved construction is interfering with your traces? There are several techniques for handling approved/proposed construction, and it will help to see how you are currently modelling your features.

For performance reasons attribute rules typically don't run during data load, only during the creation of a new manhole structure. If you want to have a manhole device and structure at the same location this is something you can manage using your data conversion process (Esri Data Loading Tools, Data Interoperability Extension, or raw python).

What you are seeing is likely caused by your web map containing subtype group layers. Subtype group layers are available in Web Maps because they are supported in mobile apps built using the latest ArcGIS Runtime. The web map viewer doesn't support subtype group layers yet. If you publish a web map that uses regular layers instead of subtype group layers those errors go away. You will find examples of web maps without subtype group layers in the Utility Network Foundation that you downloaded with your asset package.

There's definitely something strange going on here, but what you've explained in your post doesn't completely make sense to me. An asset package database doesn't have a utility network, so there's nothing to enable. Here's the process typically used once you've installed all the tools and downloaded your Utility Network Foundation: Change Asset Package Spatial Reference to get a new database (not just a new dataset) in the correct spatial reference Load data into the new asset package using the tools you are most comfortable with If you're outputting a file geodatabase for testing, use the Asset Package to Geodatabase tool to turn the asset package into a fully functional utility network Enable the topology on the new utility network file geodatabase Is it possible you are looking at the properties on an older utility network or database? If you create a new utility network database using the Asset Package to Geodatabase tool does that resolve the issue?
