If you're seeing slowness in a mobile geodatabase, you can use the Logs tab in ArcGIS Pro Diagnostic Monitor to see what queries are happening and how long they're taking. Simply modifying the vertices of a line shouldn't take that long but there may be additional things like attribute rules that could be contributing to the additional time. Or maybe its an extremely long line with many features connected to it? If the slowness was on validate (and not edit) than there are other things you could consider, but it sounds like that's not the case.

One of the other tricks I like to do is to create the rule as a popup expression and use that to test out the expression against different features. There isn't a 1:1 equivalency between the popup profile and the attribute rule profile, but when you can take this approach it is a very fast, and easy, way to prototype/develop.

@JohnGoat The amount of time it takes to update a subnetwork depends on many things, including the number of features in the subnetwork and the subnetwork definition. 3 seconds per subnetwork isn't unreasonable, but to your point when applied to 60k subnetworks it becomes a lot. The reason why we force you to update your subnetworks after disabling the network topology is because changes made when the topology are disabled could affect the validity of your subnetworks. The obvious place where this causes an issue is if you are alter a subnetwork definition, but almost any change to the utility network configuration can affect the validity or contents of a subnetwork. This is why we mark them as dirty, because it forces you to update them (re-validating them) to ensure that everything is still valid. Please log an issue and enhancement request for this.

This is currently not possible with the software, but if you model the fuses or elbows on the high side of the transformer as a separate device, you can open that device to isolate the transformer.

I've never heard of someone opening a transformer before ... but if you modeled the fuse (overhead) or elbows (padmounted) of the transformer as open that should work. However, this means that the transformer will be de-energized. If the transformer is actually energized on that subnetwork, but you don't want the subnetwork name to be populated, then I'll need to know more about why and what you're attempting to accomplish.

ArcGIS Pro 3.6 is not a long-term support release, but ArcGIS Pro 3.7 will be. It is assumed that customers who choose to go-live on off-releases plan to upgrade to releases that are part of the network management release plan to access the latest bug fixes and performance improvements that are released via patches.

Can you quantify "large network"? How many network features, or how many customers do you serve (it's approximate, since you don't have something like a meter layer you can query). If you're experiencing slowness with a file/mobile geodatabase, make sure you are using it on a local disk instead of on a network share. Latency has a huge effect on performance when you're working in a client/server mode. In the same line of thinking, putting the database on an SSD instead of a HDD makes a big difference as well. Other factors to consider are whether your machine has enough memory to build the topology in memory, or whether it has to use disk. If it is having to write to disk during enable, you will want to make sure you have enough free disk space and that it's a SSD.

Great discussion here, and I agree with @gis_KIWI4 . Have some initial discussions, but table making any changes until you've had a chance to use the system for 6 months. Once you've had a chance to flush out all the items you want to add/improve in your model, you can then come up with a plan for a) how to model/configure it and b) how to change the business processes to ensure that the GIS is getting enough information to create and maintain this information. If you want to get to the level of detail that is required here you will need to start looking at very detailed vault/conduit drawings to get the information on the GIS. Does your organization have this information? Is it all accurate and actively maintained every time something changes? How will reviewing this information impact your workload, will you need to hire another mapper to keep up with demand? You will also need to ensure that every time a cable is pulled or replaced (or new construction happens) that the vault/conduit drawings AND the GIS get updated.
