It is common in organizations that built-in administrator accounts need to be disabled as part of security policy. Setting the discussion of whether ArcGIS Monitor should really need complete admin access aside, requiring the built-in administrator account is not a security best practice.

The documentation covers this, albeit it might not be the first/highest search hit: From Install ArcGIS Web Adaptor silently - ArcGIS Enterprise | Documentation for ArcGIS Enterprise: ArcGIS Web Adaptor can be installed side by side with other versions. The bigger issue, though, is deploying DEV and PRD on the same machines. I can't understate enough what a bad idea that is from an enterprise IT perspective.

Planar means the distance calculation will be done in two dimensions while Euclidean means the distance will be a straight line. The two terms are related but are not synonyms. Euclidean distances can be calculated in two dimensions, three dimensions, or even more dimensions; but the calculation will always be a straight line between points. Planar distances don't have to be Euclidean but are often assumed to be when no qualifier or adjective further describes the distance. For example, Euclidean and Manhattan (or taxi-cab) distances can both be calculated in a plane, which would make them forms of planar distance, but they represent difference distance measures. ArcGIS Pro handles both vector and raster data, as well as other types, but different fields of study and different industries historically used the two types of data. Just like anything that is studied or used by different groups, it is common for different groups to use different terms for the same or similar objects or ideas because each group interacts with those objects or ideas from different perspectives. For spatial-based analysis, there are lots of non-Euclidean distances that can be measured based on barriers, cost surfaces, networks, etc...., so knowing whether something is straight-line (i.e., Euclidean) is important and saying "planar" would be ambiguous. Is there perfect consistency and use of "Euclidean" and "planar" across all of Esri's documentation? Probably not, but what is most important is how the term is defined for a given tool relative to the options/parameters that are available. A vast majority of Esri's pages that use "Euclidean" or "planar" also give a brief definition of what that term means for that tool, and that is the definition that matters for that tool.

You seem to misunderstand what that ArcGIS Admin API machine stop command does. It does not stop the ArcGIS Server framework, it stops all the services. The ArcGIS Server framework still runs and responds to certain Admin API calls, including the start command. If the ArcGIS Admin API is not accessible, than something else was done to shut down the ArcGIS Server framework.

You say when run in Pro you get the spinning cursor and it "never resolves." How long have you actually waited? If only a minute or two, have you tried letting it run for 15 or 30 minutes just to see if it generates results? There is a difference between something not working, i.e., broken and can't work, and something performing very very slowly. If the data set is large and something is messed up with its indexes or the database has other resource issues, it may be the query will work but take a disproportionate amount of time.

If this is versioned data, then the exact same query run in SMSS isn't actually the same. If the data is versioned, then within Pro the SQL is actually hitting the versioned data whereas the same SQL in SMSS will only be hitting the base tables. If versioned, try creating a new version from default and see if the query works.

The SQL statement itself is pretty basic, but SQL support does vary across different database platforms, so it is always good to clearly state the database and version. You mention "SQL server upgrade" but some people generically call databases "SQL server" so I tend not to assume they mean MS SQL Server. Also, what exactly do you mean by "stopped working?" Does it return an error? If so, what? Does it give unexpected results? If so, what are you expecting and what are you getting? Are you sure there are any duplicates at the moment?

How are you executing the scheduled task? Is it running with the same credentials you are running the code from the interpreter? Considering OAuth access tokens last for 2 weeks, it is common for a cached token to make something work for 2 weeks and then it breaks. If you can explain more about how you are running the scheduled task and how you are authenticating with Portal, I might be able to offer more specific feedback.
