In ArcGIS Pro, use Create Feature Class (Data Management)—ArcGIS Pro | Documentation geoprocessing tool instead of the "New > Feature Class" context menu in Catalog. The geoprocessing tool allows you to pick between 32-bit and 64-bit ObjectIDs.

We need a bit more information. For example, the feature class the cursor is updating already has a spatial reference, or it should, so what is it? Also, the logic of the code snippet doesn't make sense because if you are working with latitude and longitude, how will you ever get a latitude of "1175"? (See line: if row[1] == "1175").

@DarbasDarbas, ArcGIS Desktop/ArcMap reaches Mature Support in a couple weeks, and for all intents and purposes development has stopped on it. In short, it isn't going to get addressed for ArcGIS Desktop/ArcMap, and it isn't an issue for ArcGIS Pro.

I can't say it any better than Microsoft ( Windows Package Manager | Microsoft Learn😞 Windows Package Manager is a comprehensive package manager solution that consists of a command line tool (WinGet) and set of services for installing applications on Windows devices. Windows Package Manager is a helpful tool for: Developers who want to manage their software applications using the command line. Independent Software Vendors (ISVs) who want to distribute software. Enteprise organizations who want to automate device set up and maintain a secure work environment. Package management hasn't been a strength of the Windows operating system since the beginning, but Windows Package Manager is a positive step forward. I have been pleasantly surprised by how many organizations are supporting it, and I would now say Esri stands out for not supporting it for ArcGIS Pro.

I addressed this in a comment to your question on GIS SE, but will post it here as well: ArcGIS Spatial Data Server (SDS) was a single-release product at 10.1, Esri deprecated it by ArcGIS 10.2 when ArcGIS Server's feature access capability was expanded to support non-geodatabase databases. I can't imagine you are seeing that in the wild these days.

Given that a semicolon has been the <SQL terminator> since the first SQL standard, and syntax rules have called for using a <SQL terminator> since the first SQL standard; this is definitely the correct answer. In fact, I think addressing some of the logged defects and enhancements would make the situation worse rather than better.
