With the Esri Admin API call, you need to include the file in the POST body. Your current code is including a path to a file and not the contents of the file.

The ImportRootOrIntermediate Admin API call is for a root or intermediate issuing CA, not for the certificate that ArcGIS Server will use. The wording of your comment made it sound like you tried to import the machine certificate using that command. Have you tried importing the necessary root and intermediate certificates for your organization?

Doing some basic checks/testing in Pro 3.2.2 with file geodatabase feature classes and tables, I see the expected behavior and not this behavior. Can you provide more information about the tables involved. Are they both in the same workspace? Is that a file geodatabase, mobile geodatabase, geopackage, etc...? If they are in different workspaces, what are those? Also, what version of Pro are you using?

We need a bit more information. For example, the feature class the cursor is updating already has a spatial reference, or it should, so what is it? Also, the logic of the code snippet doesn't make sense because if you are working with latitude and longitude, how will you ever get a latitude of "1175"? (See line: if row[1] == "1175").

@DarbasDarbas, ArcGIS Desktop/ArcMap reaches Mature Support in a couple weeks, and for all intents and purposes development has stopped on it. In short, it isn't going to get addressed for ArcGIS Desktop/ArcMap, and it isn't an issue for ArcGIS Pro.

I can't say it any better than Microsoft ( Windows Package Manager | Microsoft Learn😞 Windows Package Manager is a comprehensive package manager solution that consists of a command line tool (WinGet) and set of services for installing applications on Windows devices. Windows Package Manager is a helpful tool for: Developers who want to manage their software applications using the command line. Independent Software Vendors (ISVs) who want to distribute software. Enteprise organizations who want to automate device set up and maintain a secure work environment. Package management hasn't been a strength of the Windows operating system since the beginning, but Windows Package Manager is a positive step forward. I have been pleasantly surprised by how many organizations are supporting it, and I would now say Esri stands out for not supporting it for ArcGIS Pro.
