ArcGIS "ArcMap" 10.7 can read .mdb directly (though they don't recommend doing this, see the support article I posted). ArcMap is 32-bit so that solves some of the hassle. This is one of those things that is on the Pro side. You can import ArcMap layers and mxds into Pro but it's a one-way trip. However if you load the ppkx into ArcGIS Pro, you will have access to the geodatabase feature classes and tables it uses, which could be accessed from ArcMap or copied to another database for access from ArcMap. ... I would look at the log file that arcmap.exe /log opened. What I mean by local channels is many organizations don't allow you to call Esri support directly, you need to find the designated individuals that are allowed to call them. If you bought your license directly from Esri, you can contact them at support.esri.com yourself. Getting Esri support involved is the next step if the many fixes I suggested do not work. ... This is not Nicholas's problem, he has go back and do it again, and this time set the coord system to match the xy coordinate his table from the get go, as he creates point events (per KB I linked).  (ArcGIS Pro is better at this, it looks at the table values and if it looks like geographic in the table, it auto-sets to GCS WGS84, not the map's CS.) ... If the polygons overlap (but not with each other), you can join most of them using the Join By Location tool (one to one).  This will not work perfectly if the polygons do not overlap or overlap with each other. ... View more

Nicholas, Project will not solve your problem because the coordinate system was set wrong when you read in the points. You need to delete your points and start again. If you set the coordinate system in the Add XY dialog to match your XY coords in the table on the initial add xy to map , the points will plot on your map in the right place no matter what the data frame coordinate system is set to. This is a shortcoming in the ArcMap interface they fixed in Pro. Unfortunately when you try to add XY the interface by default assumes the coordinate system of your points is the same as the data frame (map). The fix (Step 8 in the KB article) is to change the coordinate system (in the dialog, not the data frame's [map's] coordinate system) to one that matches the XYs in the Table fields. Probably something like GCS WGS84 (a common default for GPS data). When ArcMap crashes like that there may be issues. One thing to try is Resetting your ArcGIS application profile  Also see Fixing ArcMap crashes   If that doesn't work I would request technical support from Esri (or through your local channels if you don't have right-to-call).
