1. create the oracle instance 2. install the arcsde 10 on the database server and all the necessary service packs 3. run post installation for arcsde using oracle credentials. 4. when post installation finish on the Desktop machine install Oracle Client 32 bit, same version to your DB 5. Create the Net Service on your Oracle Client 6. Create a Spatial Connection / Direct Connection from ArcCatalog.

For big amount of data (number or complexity) it is better to use Dynamic Map Services for operational layers if it possible. This option is only available through ArcGIS for Server and not from ArcGIS Online. ArcGIS Online publish Feature Services and Tiled Services.

During the install and configuration of an ArcSDE geodatabase, grants are made to the PUBLIC role on tables for DELETE, INSERT, SELECT AND UPDATE permissions. Additionally, there are grants given to the PUBLIC role to add EXECUTE to various SDE and SYS objects. These permissions are needed to provide access to geodatabase functionality, such as viewing certain geometry types and performing administration tasks. if it is able for you to create a custom javascript app then you can use 1 service and use definition query on run time in order to filter which features will be available to each user. Before that you have to calculate for all features the page belong to. then you may use this field in order to filter the features for each layer.
