I believe it's just feature data that is transferred when you sync an offline map - so I imagine you will need to remove the downloaded map, refresh and download it again. You can choose to just remove the features when you go back online so you won't need to download the basemap again. The simple / stupid way of getting a non-editable map in to Collector is to add an editable layer to your map that you don't care about. It could be a point layer that lets users record notes on the map that you'll ignore, it could be a layer called "Ignore this layer", it could even be turned off by default. ... View more

Share Package is good for getting around that limit, our biggest tile package shared through this is 49GB. Obviously we wanted to generate this locally as it takes multiple days and would use a lot of credits if we didn't! ArcGIS Online is bugged when publishing your uploaded tile package and turning it on to a hosted tile package as it won't, in our case, ever say that 100% of tiles are available but they are. In our case it's telling us that 4.71% of tiles are available but this is incorrect, everything's working fine. I also learnt not to delete the tile package after creating the tile layer if you want to be able to take your basemap offline. I learnt this the hard way and had to re-upload and publish 49GB! ... Collector pre-populates fields that don't allow nulls with a value - text fields will have a space inserted, numbers will be set to 0, dates will be set to December 30 1899, etc. This means a user can submit a feature without inputting anything, unfortunately. ... View more
