Unfortunately the pop-up window size and the location of the pop-up cannot be modified in a standard web map. Both would require a custom application. Eninna, If you want the features to display at all scale levels drag the left slider all the way to the left and the right slider all the way to the right. However you will still have issue with all of the features displaying...by default a hosted feature layer will only return the first 1,000 records. If you have admin privleges you can modify the service definition or republish the layer from ArcMap where you can modify the Max number of records returned.

Adobe Illustrator or Photoshop are probably the most widely used to generate these type of maps and take a considerable amount of time to produce (i.e., more than a week). SketchUp might be an option as well to do some of the work. Good luck.

Andrew, Make sure you have a map window open (Intsert tab > New Map)...once you have a map window go to the MAP tab and select Add Data. On the Add Data window click All Portal and then use the search box in the upper right corner to search for layers.

My bad...for the Countdown Story Map take a look at the index.html. There is a DIV named social that contains the information you want to remove. Simply remove those line of code. Starts on or near line 121 assuming you haven't made any other modifications.

Samuel, Go the item details page for the hosted feature layer you are using in Collector, click Edit and then find the Editing options under the Properties section. Select Update feature attributes only. Should do the trick.

I think I found the answer: "Layers are always displayed on top of a basemap and feature layers are always displayed on top of heat maps and tileset layers (map, imagery, and tiles). Depending on the type of layers you have in your map, you may not be able to move them all up or down. For example, if you have one map layer and three feature layers, you can reorder the feature layers, but you cannot move the map layer on top of them. You cannot reorder a KML layer or a basemap." I was able to replicate the issue...not sure if it is a bug or simply limited capability with how the heat map is actually being rendered. You could run the Calculate Density analysis tool as a work around although the result will likely look different than the heat map but you will be able to reorder the layers. You may also consider making you polygon layer just an outline, that would allow the heat map to be visible.
